If you want a beach hotel in Karon that is really 'on the beach' then it really has to be the Karon beach Resort. The hotel is located on the beach at the far south part of Karon beach and views from seaview rooms are great.
There are shops and restaurants close by.
There is a beach road that runs all the way along Karon beach and there is no construction anywhere along the main beach so there is plenty of room to relax in the sun.
Just be sure to see the location of your hotel, those that are along the beach road give the closest access to the beach.

Rates for Phuket hotels are so cheap now, cheaper than other places, but maybe that is because less tourists visiting, but Koh Samui, Hua Hin, Koh Tao and other places seem to be getting a lot of visitors

There will be good deals around after Chinese New Year holidays ( now ) and until Thai New Year Songkran in April, then the rates go down a lot for low season
